The 5th Ordinary Session of the Specialized Technical Committee on Communication and Information Communications Technology took place from November 17 to 23, 2023, in Addis Ababa, Ethiopia, under the theme “Accelerating digital transformation and advancing communication and advocacy in Africa.” The committee’s functions include developing policies for information access, African media capacity building, e-strategies, and harmonizing ICT policy and regulation.

Key deliberations included the development of a Continental Strategy on Artificial Intelligence (AI) to impact economic growth and support sectors like healthcare and agriculture, aligning with Agenda 2063 and the SDGs. Discussions also focused on the AU Data Policy Framework for a data-driven digital economy, the AU Interoperability Framework for Digital IDs to support the AfCFTA, and strategies for cybersecurity, digital health, agriculture, education, and postal services. The committee emphasized the importance of a harmonized policy environment for Africa’s Digital Single Market and the acceleration of PIDA ICT projects to enhance the continent’s digital infrastructure and governance.
